Where fertility was low, enrollments were slightly higher for each sex within rural sectors. 3. Districts in which a large proportion of villages possessed a mosque had lower literacy for each sex, and where many non-Muslims resided enrollments were higher. 4. As one would expect, districts in which many villages lacked a school had lower literacy and enrollments; this relationship was closer for boys, perhaps because girls more often were kept at home, even receiving instruction there. We may be observing mainly an index of village isolation; thus, in districts where few villages had a radio, educational advancement from older to younger cohorts was retarded for both sexes.

But even in countries that remained independent (as Ethiopia and Thailand), inauguration of modern schools elicited uneven responses in accordance with levels of development of districts. These historic patterns tend to persist even now. Boys and girls display similarly high (or low) propensities to attend school in the same districts, with attendance among boys leading that of girls until a late stage in the diffusion of schooling. Location of secondary schools (especially those for girls) was more erratic than location of primary schools, and the influence of outside agencies, such as missions or colonial administrators, played an even larger part.

These two situations have quite different implications, but there is no easy way to distinguish between them without detailed figures. To compute survival rates for elementary pupils by taking the ratio of grade 6 to grade 1 pupils in the same year will yield exaggerated dropout rates when any of three conditions prevail (only for the first of which are sex disparities unlikely): (a) The numbers entering grade 1 may be rising rapidly due to population growth (or immigration) without any rise in enrollment rates for the age group, (b) rates of beginning school may be (usually are) higher in successive cohorts, and (c) the proportion of repeaters may be distinctively high in grade 1.
