Even though at the European level some surveys focusing on household income and wealth already exist (ECHP/EU-SILC; LIS/LWS; SHARE), the data infrastructure falls short at present, in a number of respects. SHARE covers only a limited set of European countries, and samples are rather small; since other Adequacy of Savings for Old Age in Europe 31 datasets have either been terminated (ECHP) or do not constitute an adequate replacement (EU-SILC), investing in SHARE represents an important opportunity for progress in the study of retirement savings adequacy (among other topics) with a multidisciplinary approach.

First, since most of the recent reforms negatively impact (or will in the future) the replacement rates offered by the public scheme (the first pillar), they have been accompanied by measures aiming at encouraging the development of occupational and personal pension plans (the second- and third pillars). Indeed, most recent pension reforms are designed with the implicit idea that household saving is too scarce, at least for a large segment of the population (Börsch-Supan and Brugiavini, 2001). As the growth of funding is seen as an offsetting measure for the reduction of the PAYG coverage, the transition problem can be very severe: indeed, when the young are told that they will receive lower pensions for the same payroll tax rate, and are encouraged to contribute to a funded pillar to compensate the gap, they are asked to save more for the same replacement ratio.
